The need to introduce minimum staffing levels to ensure that nurse-to-patient ratios and skill mix are adequate. Findings from RCN reports and research demonstrating the benefits of higher nursing levels are discussed, and the problem of mixed messages being given to NHS trusts on how they can reduce staffing costs is highlighted.
