RAND Europe, a policy-research organisation, published a report in May 2011 suggesting that peer review is not always the best method to allocate research funding. The report explores nine alternative systems used around the world and concludes that, while peer review is the most commonly used method, it can neglect high-risk research and skew results towards researchers who are already successful.
